AN ANALYSIS OF THE RELATIONSHIP BETWEEN STATE AGENCIES IN THE BRAZILIAN CORPORATE-MILITARY DICTATORSHIP

This article presents a study of the relationship between the Ministry of Planning and the Ministry of Education, in the context of the Brazilian corporate-military dictatorship, which began with the 1964 coup. With this proposal, we seek to understand the mediations of empresariamento of education, within the political society, based on the analysis of the power relations between agencies hierarchically distributed. Taking the MEC as a starting point, we defend that its program was subordinated to economic planning, in the highlighted context, materializing the subsumption of education to the demands of capital reproduction. To support this hypothesis, we present an analysis of the plans of the Ministry of Planning, observing the place destined to education, in its relationship with the Human Capital Theory, then hegemonic. With it, we survey the programs developed by the MEC, in the different ministerial administrations, from 1964 to 1975, pursuing the relationship between the two agencies, both in terms of the fundamentals of the policies, as well as in the representation in their organization.
