Monitoring Neglected Tropical Diseases: A Scoping Review and Consolidated Health Indicators Matrix

Introduction: Health indicators are essential tools for monitoring neglected tropical diseases (NTDs). Understanding how these indicators are used and adapted across different surveillance, management, and research contexts is fundamental to improving monitoring processes and supporting evidence-based decision-making.
Objective: To map, synthesize, and analyze the health indicators used for monitoring NTDs, considering Brazil as the central context while situating the findings within the global landscape.
Methods: A scoping review was conducted following the Joanna Briggs Institute methodology and reported according to the PRISMA-ScR guidelines. Searches were performed in PubMed and the Virtual Health Library (VHL), complemented by grey literature, including Brazilian governmental documents and World Health Organization guidelines. Extracted indicators were translated, standardized, consolidated, and classified using an adapted Donabedian framework and the Brazilian Interagency Health Information Network (RIPSA) model.
Results: A total of 145 information sources (80 scientific articles and 65 grey literature documents) were included, yielding 1,165 indicator occurrences. The consolidation process resulted in a matrix comprising 255 unique indicators organized into five thematic domains and four functional categories. The domain Coverage, access, and performance of health actions accounted for 45.5% of all indicators. Process indicators predominated (43.5%), followed by outcome (29.0%), structure (16.9%), and impact (10.6%) indicators.
Conclusions: Monitoring of NTDs relies on a broad set of health indicators addressing different surveillance, management, and research purposes. The proposed consolidated matrix provides a comprehensive framework to support the selection, organization, and application of health indicators across different epidemiological contexts and health system levels.
