Internal affairs of the State of Rio de Janeiro: from punishment to prevention as a pillar of strengthening public governance

This study investigates how the preventive role of internal affairs offices contributes to strengthening public governance in the state of Rio de Janeiro. A gap was identified in the academic literature regarding the integration of internal affairs, prevention, and public governance. A literature review in the Scopus, Web of Science, Google Scholar, and SciELO databases revealed a lack of studies that simultaneously address these three areas, with isolated approaches to each topic predominating. The study adopts as its theoretical framework the main themes of public governance, accountability, and prevention in internal control. The qualitative, exploratory, and descriptive research utilized questionnaires administered to agencies of the Direct Administration of the State of Rio de Janeiro and in-depth interviews with Internal Affairs Officers, conducted between October and December 2024. The results reveal that, in general, the agencies have corrective structures, but preventive activities focus primarily on regulations and recommendations, with less emphasis on training and risk mapping. State
Law 7.989/2018 emerges as a fundamental milestone in the transition from an exclusively repressive model to a preventive and collaborative approach. The study concludes that the preventive actions of the Internal Affairs Offices effectively strengthen public governance by promoting transparency, integrity, and risk management, although their consolidation requires structural and cultural transformations that are still underway.
