Student permanence policies at São Paulo State University (UNESP): advances and challenges

This study analyzed the student permanence policies implemented by São Paulo State University (UNESP) to examine their underlying principles, key characteristics, and the types of financial aid provided. A qualitative research approach was adopted, involving the analysis of institutional resolutions, administrative ordinances, and other official documents issued by the university. The findings indicate that UNESP made significant progress by eliminating the requirement for students to provide reciprocal services in exchange for scholarships and by establishing committees responsible for managing student retention policies. These policies have played a crucial role in promoting the democratization of higher education at the institution, particularly following the implementation of affirmative action policies in university admissions. Nevertheless, the university continues to face important challenges: institutional student housing and university dining facilities are not available on all campuses, the financial aid provided is insufficient to meet students needs, and existing policies fail to address dimensions of student retention beyond financial support.
