This article investigates the use of the terms "corrupção" and "transparência" in the government manifestos of governor candidates for the state of Minas Gerais (2014-2022), based on Charaudeau’s Semiolinguistic Theory. The corpus was provided by BrPoliCorpus. The analysis reveals that these terms operate more as rhetorical and symbolic slogans than as effective programmatic commitments. "transparência" appears primarily in propositional and qualifying constructions, associated with the enhancement of the candidates' ethos, while "corrupção" emerges mostly in accusatory or discursive records aimed at delegitimizing opponents. The study concludes that government manifestos work a predominantly discursive and ideological function, reinforcing political identities and symbolic disputes at the expense of concrete proposals.
