Discrete Choice: adherence and permanence in the perception of professionals from the Mais Médicos Program – 2025

The More Doctors Program (PMM) aims to reduce the shortage of these professionals in priority regions for the Brazilian Unified Health System (SUS). Using the theoretical framework of discrete choice, this study analyzed physician adherence and retention in vulnerable areas, considering professional quality of life, working conditions, remuneration, employment status, and working hours. In 2025, professionals with at least two years of experience in the PMM were interviewed. After thematic analysis and identification of analytical axes, it was observed that the choice to work in remote areas combines ethical-humanitarian motivations and professional commitment, but also pragmatic factors such as remuneration, desire for stable employment, and housing allowance. Factors hindering retention include: structural weaknesses in some Basic Health Units, problems with the referral network to specialists, and the perception of professional overload. These findings highlight the attributes of medical work that influence decisions regarding adherence and retention in underserved territories.
