This article is part of the activities carried out in the Pedagogical Supervision Module, as an advanced and fundamental training component for the development of reflective, investigative and transformative skills in future doctors of education. The text aims to analyse and interpret the speech given by Her Excellency, the President of the Higher Institute of Education Sciences of Benguela, Professor Maria da Conceição Barbosa Rodrigues Mendes, at the Conference on Human Capital Development, highlighting its main points and perspectives on the topics addressed. To achieve this goal, it sought to base itself on the general logic of the discourse analysis method. This text is also reflective in nature, in that it expresses its own meanings and interpretations, not only on the link between the content of the speech and the country's aspirations and realities in terms of education and teaching, particularly pre-school and primary education, but also on the framework for carrying out this exercise in the context of pedagogical supervision integrated into the first year of the ISCED-B Doctoral Programme in Primary Education Methodology. and primary education, but also on the framework for carrying out this exercise in the context of pedagogical supervision integrated into the first year of the Doctoral Programme in Primary Education Methodology at ISCED-Benguela.
