This article, the result of a doctoral research in Education, based on studies of Cultural History, specifically Michel de Certeau, presents a proposal for guidelines for the implementation and management of school libraries in Early Childhood Education. Based on national documents, such as the Common National Curricular Base (BNCC) and the National Curricular Guidelines for Early Childhood Education (DCNEI), as well as international guidelines from the International Federation of Library Associations and Institutions (IFLA), the study highlights the importance of the library as a space for promoting reading, creativity, inclusion and the integral development of children. The proposed guidelines cover aspects such as organization of the physical space, selection of the collection, pedagogical intentions, training of professionals and continuous assessment, promoting an environment adapted to the needs of children. This work seeks to contribute to the formulation of public policies and pedagogical practices that guarantee the right to access written culture from the earliest years, reinforcing the role of school libraries in the formation of critical readers and conscious citizens.
