Induced internationalization: a comparative analysis of regulatory instruments in Brazil and Argentina

This article analyzes how Graduate Programs in Education in Brazil and Argentina respond to internationalization criteria established by their respective national evaluation systems. Its objective is to examine how different regulatory models shape the type of internationalization that emerges within these programs and influence their institutional self-evaluation processes. The study adopts a qualitative documentary approach combined with the comparative method, based on the regulatory frameworks currently in force in both countries. The central analytical category is the regulatory induction of internationalization, understood as the mechanism through which evaluation criteria, funding instruments, and accreditation procedures orient institutional behavior. The analysis shows that, in the Brazilian case, the association between ranking and selective funding produces a predominantly defensive internationalization oriented toward maintaining performance and resources, with consequences for self-evaluation, which tends toward normative conformity. In the Argentine case, binary accreditation preserves a broader margin of institutional autonomy, although it remains subject to political instability. The article concludes that the form of state regulation defines the pattern of internationalization produced and conditions the modes of institutional organization and reflection within graduate education.
