The article presents the process of designing and validating the content of a scale to measure digital competence from a socio-cultural perspective: Mastery, Preference, Reintegration and Appropriation. Experts defined based on the competence coefficient evaluated the instrument using the Likert scale. The content of the items was approved based on the Content Validity Index and the Delphi method was used to communicate with experts. The results demonstrated that the validated scale contains items that seek to identify students' digital competence based on their personal interests and different uses of digital technologies, focusing on skills and attitudes of the constructs of the socio-cultural approach to digital competence. We conclude that the scale is suitable for obtaining data from students as it has a good representation of the construct's content, and can be used in practice and in scientific research, requiring confirmatory validation of its content.
