Abstract

This  study proposes, based on school enrollment, to identify whether there was recidivism in the commission of an infraction by adolescents and young people who served a socio-educational detention measure in a Socio-Educational Unit in Montes Claros-MG. To this end, historical research was carried out, through a documentary survey and data from the Minas Gerais Education System (SIMADE) (school transfer verification) and consultation of sources from the State School of Elementary and Secondary Education (2016 to 2019), duly substantiated by bibliographical research. Once the data had been analyzed, a semi-structured interview was conducted with adolescents and young offenders from the socio-educational system in the city of Montes Claros-MG. From the data collected from SIMADE, it can be seen that between 2016 and 2019, 431 adolescents were enrolled in the school that operates within the Montes Claros Socio-Educational Unit. It can also be seen that 150 adolescents were in the 6th grade of elementary school (34.80%), with a dysfunction between their age and the grade they were in at the time of admission. From the adolescents' speeches, it can be seen that the schools in the regular education system have failed to comply with Resolution no. 03 of May 13, 2016, by refusing to enroll those who have left the socio-educational system. The Undersecretary for Socio-Educational Measures must articulate with the State Department of Education to ensure that those who have left the system are taken into regular schools after their socio-educational internment measure is lifted.

Servidor públicos do Estado de Minas Gerais pela Secretaria de Estado de Justiça e Segurança Pública (SEJUSP), onde trabalha no Centro Socioeducativo Montes Claros (CSEMC).

É bacharel em Teologia pelo Seminário Presbiteriano do Sul, extensão Belo Horizonte (1985), licenciado em Pedagogia pela Universidade Estadual de Montes Claros (1999). Possui mestrado em História (História e Culturas Politicas) pela Universidade Federal de Minas Gerais (2002). É doutor em História da Educação pela Pontifícia Universidade Católica de São Paulo no programa "Educação: História, Política, Sociedade" (2009). Atualmente é professor efetivo da Universidade Estadual de Montes Claros- UNIMONTES nas áreas de Pesquisa Aplicada à Educação (Departamento de Métodos e Técnicas Educacionais) e História da Educação (Departamento de História). É vinculado ao quadro permanente de docentes do Programa de Pós-graduação em Educação da UNIMONTES.
