At a time when SINAES celebrates its 20th anniversary, its main indicators show fragility to account for the current moment of higher education in Brasil, as a result of the concentration of enrollments in a few private groups with intense use of low-quality Distance Education (DE).
In this work, we show that the external evaluations that lead to the Institutional Concept (CI and CI-EaD), as well as to the Course Concept (CC), are not able to separate the HE Institutions that have been offering quality contributions to higher education and scientific research in the country, from those private companies that are focused on profit with low quality offer. We also show weaknesses in the CPC as an instrument for regulating the provision of higher education
