DEMOCRATIC MANAGEMENT, SCHOOL COUNCILS AND PARTICIPATORY AND STRATEGIC PLANNING

Abstract

This article deals with democratic management in the school institution. It addresses the relation between democratic management, the consolidation of School Councils and the elaboration of Strategic and Participatory Planning. To this end, a bibliographic review on the subject is presented, initially describing what is conceived as democratic management in education, and then highlighting the importance of School Councils as a way to materialize this principle in schools. Based on these assumptions, the importance of leadership training is outlined, in order to conform, in institutions, a democratic and participatory attitude, from which responsibilities are shared. Likewise, Strategic and Participatory Planning is presented as a management tool, through which school management, with the participation of the school community, especially with the School Council prominence, can plan its actions, outlining objectives, goals and strategies, in order to obtain better results for the suggested educational process. As for the methodology, this is a qualitative study, with an exploratory objective, in which secondary data, obtained from the Municipal Department of Education of a municipality in the interior of the state of Rio Grande do Sul, is analyzed through documentary research. The importance of deepening studies regarding this theme is presented, aiming future changes in terms of democratic management in the educational scenario.
