The National Textbook and Instructional Material Program (Programa Nacional do Livro e do Material Didático – PNLD) is one of Brazil's longest-running and most far-reaching educational public policies, serving millions of public basic-education students across the country. Although the program's legislation formally establishes monitoring and evaluation as an essential stage of its implementation cycle, there is a critical shortage of systematized information about this phase, compromising both management capacity and the program's accountability mechanisms. This article addresses the lack of systematic monitoring of PNLD textbook distribution, particularly in vulnerable territories where delivery is carried out by local school networks due to the absence of regular postal addressing. The concept of "selective opacity" is introduced to describe the production of an informational void that disproportionately affects rural areas, Indigenous communities, quilombola communities, and urban peripheries, undermining social oversight and hindering evidence-based management. Drawing on David Theo Goldberg's theoretical framework of the Racial State, articulated with an analysis of Brazilian patrimonialism and structural educational inequalities, the article argues that this opacity is not a mere operational deficiency but expresses a broader pattern of institutional invisibilization that has historically constituted the Brazilian state. The article presents the PNLD Monitora proposal, a school-centered participatory monitoring model featuring a receipt-confirmation system and a public transparency dashboard, developed through dialogue with school principals and representatives of vulnerable communities, as a path to overcome the information blackout and strengthen racial and territorial equity in textbook distribution policy.
