Organizational citizenship behavior, strategic alignment and value generation in digital transformation

The digital transformation phenomenon has impact on private and public organizations, from different aspects. This study assessed the association among digital transformation competence, public servant behavior, IT-business alignment and IT governance in the process to generate public value based on digital transformation initiatives. A survey encompassing 1.202 Brazilian public servants was carried out in a descriptive-confirmative study. Public value depends on digital transformation-related competencies within digital transformation environments, since it is influenced by both public servants’ behavior (organizational citizenship behavior) and IT-business alignment. Some managerial and governance competencies are needed for the implementation of digital transformation initiatives aimed at generating public value. The main theoretical contribution of this study lied on developing and validating the theoretical model and the research instrument. In addition, its main contribution for organizations was the possibility of identifying the need of meeting some primary conditions in organizations to open room for digital transformation initiatives.
