Mental Health in Primary Health Care in the Post-Flood Context in Rio Grande do Sul: Reflections for Ongoing Health Education

Climate disasters such as the one that occurred in Rio Grande do Sul (RS), a state in southern Brazil, in 2024, have the potential to generate or aggravate mental health (MH) demands. National Primary Health Care (PHC) Policy sets this level of care as fundamental in supporting territories undergoing reconstruction, as well as in coordinating the MH network, mainly considering its advantageous position within those areas. Nevertheless, literature has identified several challenges in this area related, among other aspects, to professional training, which demands new Ongoing Health Education (OHE) practices. This article explores the importance of PHC in addressing the mental health needs of individuals and communities during the post-flood period in RS, considering the effects of this climate disaster on the population’s mental health, and presents an OHE strategy to strengthen mental health care in this context. This strategy for dealing with MH demands, which is currently being implemented, is called Technical-Reflective Education and was based on the assumptions of OHE, which values the experiences and subjectivity of health professionals, without disregarding the technical aspects necessary for working in the MH field.
