Transforming global commitments into local actions: governance challenges in implementing the climate agenda

This article analyzes the local implementation of Brazilian diplomatic agreements in the field of climate change, with special emphasis on the role of subnational actors in this process. The research adopts a qualitative approach, using a multiple case study method, analyzing projects developed by five subnational Investment Promotion Agencies (IPAs) in different states and municipalities of Brazil: Invest SP, Invest Rio, Invest Minas, Invest Paraná, and Invest Piauí. Over the past few years, these agencies have focused on strategically attracting sustainable foreign investment and aligning their initiatives with the United Nations (UN) 2030 Agenda. The results highlight the fundamental importance of IPAs as intermediary structures that connect the public and private sectors, facilitating the financial viability and practical execution of projects related to the global climate agenda. The analyses, based on 37 in-depth interviews and documentary analysis, identify best practices and highlight persistent difficulties in interactions among different levels of government, revealing complex challenges for multilevel governance.
