Abstract

The Health Academy Program (PAS), established in 2011 to promote health, support the provision of care, and foster healthy lifestyles among the population, was reformulated in 2026. This essay, based on documentary analysis and data from Health Information Systems, aims to present the main changes introduced by the new PAS ordinance and to analyze the opportunities and challenges arising from its reformulation. Among its principal strengths are increased operational funding allocations, the inclusion of the PAS budget in the minimum funding for Primary Health Care, and the formal recognition as service, positioning it as a strategic component of the Health Care Network for the delivery of comprehensive care. The main challenges include ensuring sustainable funding and effectively implementing regulatory changes. Addressing these challenges requires technical support from the Ministry of Health and other institutions, as well as the implementation of actions that foster interprofessional collaboration and incorporate contemporary themes, such as anti-racism and active aging.
