Objective: To analyze the theoretical and methodological foundations underlying the development of adolescent mental health promotion programs devised from the experiences of Primary Health Care professionals. Methodology: This qualitative study was conducted between May and July 2025 across three municipalities in Brazil. A total of 22 nurses from Family Health teams participated. Data was collected through three participatory workshops and analyzed using Thematic Content Analysis. Results: The proposed programs are theoretically grounded in: (1) a broad, participatory, and emancipatory view of health; (2) a humanized, psychosocial, and emancipatory framework; and (3) a psychosocial, intersectoral, and human rights-based approach to care. The methodological perspective adopted by the three groups is based on the principles of Active Learning Methodologies and Popular Health Education. Final Considerations: The proposed programs suggest that primary health care professionals possess a critical and comprehensive understanding of adolescent mental health, emphasizing the principles of comprehensiveness, social participation, and territoriality as foundational elements in care practices. However, there is a need for specific training in mental health and improved integration with the Psychosocial Care Network.
