Abstract

This study aimed to propose a set of monitoring and evaluation indicators for Brazil's Psychosocial Care Network, based on the construction of a logic model. This is a qualitative study with a descriptive-exploratory purpose, structured in two complementary methodological stages: a scoping review of the scientific literature following the Joanna Briggs Institute methodology and the PRISMA-ScR checklist (covering the period 2013-2023), and a documentary analysis of technical standards and legislation related to the RAPS to elaborate the logic model and align the indicators. The review included 22 studies, revealing heterogeneity in the definitions and operationalization of indicators and a predominance of process indicators over those related to outcome and impact. The logic model highlighted the complexity of the RAPS, incorporating seven main components: Governance and Planning, Regulation and Financing, Monitoring and Evaluation, Training and Continuing Education, Intersectoral Integration and Social Participation, and Psychosocial Care. Based on the logic model, 54 indicators were proposed, distributed across four dimensions: structure (27 indicators), process (10 indicators), product (9 indicators), and outcome and impact (8 indicators). This study contributes to strengthening the evaluation of the Psychosocial Care Network through a detailed logic model and strategic indicators aligned with the context of the SUS. It can guide managers, policymakers, and researchers in the continuous assessment of the quality and sustainability of psychosocial care, favoring the consolidation of the community-based care model and guaranteeing the rights of people with mental disorders.

Bruna Paes de Oliveira, University of Brasília

Bachelor's and Master's degree in Collective Health (UnB). Currently, she is a Technical Consultant in the Secretariat of Work and Health Education Management (SGTES) of the Ministry of Health and a Researcher at the Health Situation Room of the Faculty of Health at UnB (SDS/FS/UnB). She works in the areas of policies, planning, and management; epidemiology for management; health information technologies; and health workforce planning.

Marília Pereira da Costa Carvalho, University of Brasília

Nurse graduated from the University of Brasília (UnB). Currently, she is a Researcher and Scrum Master for projects at the Health Situation Room of the Faculty of Health at UnB.

Thiago Figueiredo de Castro, University of Brasília

Holds a degree in Medicine from the Federal University of Paraíba (2010), is a Public Health Physician (2013), holds a PhD in Collective Health (2022) from UNICAMP, and is a Family and Community Physician certified by SBMFC (TEMFC 24 - 2018). Currently, he is an Associate Professor at the University of Brasília and a Family and Community Physician for the Federal District Government.

Jonas Lotufo Brant, University of Brasília

Graduated in Veterinary Medicine (UEL), Master's in Veterinary Medicine and PhD in Collective Health (UNESP), with training through the Field Epidemiology Program – EPISUS (2008). He is an Associate Professor at the University of Brasília, Coordinator of the Situation Room, and a volunteer at the Brazilian Association of Field Epidemiology Professionals. He works in Collective Health, with an emphasis on Health Surveillance, One Health, Field Epidemiology, and Human Resources in Health.
