THE INCLUIR PROGRAM IN MOSSORÓ/RN: A CRITICAL ANALYSIS

This study aims to analyze the Programa Incluir in the municipality of Mossoró/RN as an educational public policy. The investigation is grounded in the assumptions of Critical Pedagogy, particularly drawing on the contributions of Acácia Kuenzer (1995; 2005) and Ricardo Antunes (2018). It is a qualitative research with an exploratory focus, that was conducted through documentary investigation, with the main sources from the Bill No. 115/2025 (Mossoró, 2025a), later enacted as Law No. 4.179, from April 2, 2025 (Mossoró, 2025b). The data were systematized and interpreted based on the content analysis approach proposed by Laurence Bardin (2011). The findings demonstrate that the Programa Incluir under examination is politically driven and, although grounded in the discourse of inclusion, is embedded within the context of labor exploitation in the educational field and, consequently, contributes to the devaluation of the teaching profession. As it is situated within the neoliberal perspective, this Program operates as a political manipulation strategy that seeks to transform rights into services while undermining the significance of teacher education.
