LAW 13.935/2019: ACTIONS OF THE REGIONAL COUNCILS OF PSYCHOLOGY OF THE SOUTHEAST REGION

Law 13.935/2019, which provides for the inclusion of psychologists and social workers in basic education, faces obstacles to its implementation. This study analyzed the actions of the Regional Psychology Councils (CRPs) in the Southeast region to implement Law 13,935/2019, in line with the guidelines of the Federal Council of Psychology (CFP). This is a qualitative study with interviews with representatives of CRP 04/MG and CRP 16/ES; the data were submitted to content analysis and grouped into three axes: (1) social communication campaigns, with the production of informational materials and digital mobilizations; (2) dialogue with public authorities, through meetings, hearings, and political negotiation strategies; and (3) other coordination actions, involving trade unions, social movements, and control bodies. The results show progress on these fronts, but also reveal persistent challenges, such as the exclusion of psychology and social work from 70% of Fundeb, the overload and precariousness of employment relationships, the persistence of the clinical view of school psychology, and ideological disputes about its role in the field of education. Finally, although the CRPs play a central role in mobilization, the effectiveness of the law depends on legal recognition, public competitions, adequate funding, and a state commitment to decent working conditions and critical and emancipatory action.
