Abstract

This is a qualitative study whose objective was to analyze how Special Education was addressed in Law No. 13,005/14, which approves the National Education Plan in Brazil for the years 2014-2024, with emphasis on goal 4, associated with Bill No. 2614/24, especially with goal 9, which approves the new plan for the decade 2025-2035. From a theoretical point of view, we addressed Antonio Gramsci's concepts of State and power relations, as well as the concept of power bloc, produced by Poulantzas. Through documentary analysis and content analysis techniques, we sought to interpret and identify contradictions, taking advantage of the inclusion of Special Education students in the regular classroom, as a privileged locus of education.

Douglas Christian Ferrari de Melo, Federal University of Espírito Santo

I am visually impaired due to low vision. I have a PhD in Education from the Postgraduate Program in Education at Ufes. I have a degree in Pedagogy (2017) from Uniube and in History (2003) from Ufes, a specialization (2004) and a Master's degree (2007) in History from Ufes. I was a professor at the Municipal Government of Vila Velha from 2004 to 2017. I am an adjunct professor in the Department of Education, Politics and Society, in the Professional Postgraduate Program in Education-CE/PPGMPE/Ufes, in the Postgraduate Program in Education-CE/PPGE/Ufes and was coordinator of the Ufes Accessibility Center (NAUFES) (2017-2019). He is a member of the editorial/scientific board of Editora Encontrografia, was a member of the fiscal board of IGS-Brasil (2019-2022 management) and of the national council (2022-2024 management), members of the scientific associations Anped, Fineduca and ABPEH, Coordinator of the Study and Research Group on Fundamentals of Special Education - GEPFEE/UFES and vice-coordinator of the Study and Research Group on Visual Impairment and Guide Dogs. He provides consultancy to the Commission on the Rights of Persons with Disabilities of the OAB/ES and is a member of the National Commission on Special Education from an Inclusive Perspective/MEC. He works with issues in the areas of history of education, public education policies, special education and the sub-area of ​​visual impairment, anti-ableist education, covid-19 and the geography of disability in education, social movements and human rights, having as theoretical references the Historical-cultural theory of Vygotsky, Historical-critical Pedagogy and the political, educational and philosophical thought of Antônio Gramsci. Provides training at events, schools and education networks. Has a career linked to the defense of human rights and social movements.

Patrícia Teixeira Moschen, Federal University of Espírito Santo

PhD student in the Postgraduate Program in Education - PPGE - at the Federal University of Espírito Santo-UFES. Master's degree in Education from the Postgraduate Program of Professional Master's in Education - UFES. Specialization in Literacy, Early Childhood Education and Initial Years of Elementary School, Psychopedagogy and Supervision, Guidance and School Management. Degree in Philosophy from the Metropolitan University of Santos (2011) and a degree in Higher Normal: Initial Series of Elementary School - from the University Center of Espírito Santo (2008). Professor of Specialized Educational Assistance at the Federal Institute of Espírito Santo-Ifes.
