WHAT DO THE DELIBERATIONS SAY ABOUT CHILDREN'S RIGHTS TO CULTURE, INTERACTIONS AND PLAY

The aim of the article is to identify the intention of municipalities in Rio de Janeiro in organizing materials, spaces, times, and relationships to ensure the rights to cultures, interactions, and play in the deliberations of authorization and operation approved by the Municipal Education Councils. The methodology considers the implementation of public policies and analyzes the speeches made in the deliberations, which reflect a clash of various social voices and can generate different meanings, depending on the discursive strategies employed. The field was selected based on the concept of pairs, considering that municipalities with similar characteristics (size, enrollments numbers, and GDP) can act differently regarding access. The 92 municipalities were categorized into eight groups to obtain better representation of these different initial conditions, with each group containing municipalities with similar conditions (size and GDP), but which presented different results in the expansion of preschool between 2010 and 2017. The study included 16 municipalities and the state capital. It is concluded that some national documents manage to impose themselves in the induction environment, while others are not even mentioned in the municipal documents. There are different formats of councils and varied compositions, usually with representatives from municipal departments, especially the SME's, and civil society, each with different conceptions of "parity." In the deliberations studied, regarding terms related to culture, of the documents from 17 municipalities investigated, only 4 make no mention of the theme. In the interactions category, 3 of the 17 documents do not mention themes related to the topic, the same occurring with the theme of play.
