THE IMPLEMENTATION OF THE HIGH SCHOOL REFORM IN THE PAULISTA PUBLIC SCHOOL SYSTEM

The article aims to investigate the implementation process of the High School Reform (Law No. 13,415/2017) in the public school system of the state of São Paulo, focusing on the following issue: how did the Explanatory Memorandum (EM), No. 84/2016, which accompanied the Provisional Measure (MP) No. 746/2016, translate into the actions and documents generated by the state government upon the enactment of Law No. 13,415/2017? It is a qualitative study based on historical-dialectical materialism, utilizing bibliographic research and document analysis as data collection techniques. Bibliographic research revealed that literature and academic production understand that the High School Reform in São Paulo relies on a tripod composed of the São Paulo Curriculum, the Inova Educação, and Novotec programs. In line with this finding, document analysis reveals that the elements contained in the EM smoothly translated into the actions and documents generated by the state government upon the enactment of Law No. 13,415/2017, demonstrating an alignment between the educational vision fostered by the PSDB since 1995 in the public school system of São Paulo and that present in the reform.
