Sport, social policy and poverty in Portugal: analysis of Programa Nacional Desporto para Todos (PNDpT) funding

This research sought to examine the configuration of financing and public spending on sports policies aimed at generalizing sports practice in Portugal, especially those that provide opportunities for the country's poor population. The data linked to the Programa Nacional de Desporto para Todos (PNDpT) were our empirical basis for this study, which demonstrated that the Portuguese State participates timidly in the IPDJ budget, with sports and online betting being the largest source of funding for this Institute. Regarding the PNDpT, we point out that the average budget share of the IPDJ in 2022 was limited to 13% of total costs, which tends to hinder the expansion of this program. As a reflection, we suggest that resources could be better shared, since while the PNDpT consumes the modest amount of 2.5% of the IPDJ budget, transfers to sports federations amount to 75%.
