ANALYSIS OF DISCUSSIONS ABOUT THE EFFECTIVENESS OF LAW 10,639/2003 IN BASIC EDUCATION: A SYSTEMATIC REVIEW

The Law 10.639/2003 completed 20 years in January 2023. Stemming from vigorous debate and demands from the Black Movement, its enforcement underscores the necessity of integrating contents on African and Afro-Brazilian history and culture into classroom agenda. While the law is clear, its effectiveness appears to be delayed. Therefore, the text presented here is a qualitative and exploratory study, employing the technique of Systematic Review, which allowed us to investigate the conclusions of researchers on the subject during these years of law implementation. In our quest to pursue this goal, we also pinpointed other specific goal, such as: (1) Getting a handle on how researchers perceive the theme. (2) Getting a handle on the school's daily routine during discussions centered on Law 10.639/2003 and how students view it in that setting. The study took place from March to July 2022 using the CAPES database, focusing on the catalog of theses and dissertations. The findings suggest that while there has been some progress towards implementing Law 10.639/2003, researchers conclusions reflected an overly optimistic outlook. A closer examination of their methodologies revealed a hesitance among educators and students to engage with ethnic-racial issues in day-to-day teaching in Basic Education. This points to a vulnerability in the effectiveness of the law.
