A COMPARATIVE ANALYSIS BETWEEN THE PARTICIPATION OF EXPERTS IN THE FORMULATION OF LAND POLICIES IN BRAZIL FROM 1960 TO 2009

The article analyzes initiatives over the last few decades to scientifically highlight problems and solutions to the occupation of Brazilian territory. Qualitative evidence was collected through documentary and bibliographic reviews, interviews or questionnaires and analyzed based on theoretical and conceptual approaches from American political sciences to compare the participation of experts in land policies formulated in Brazil between 1960 and 2009. The analysis shows that, since the beginning of the 1960s, joint initiatives between experts with expectations of regulating and redistributing land ownership to rural workers resulted, in different windows of opportunity, in the Lei de Revisão Agrária of the State of São Paulo, in the Estatuto da Terra, in the Associação Brasileira de Reforma Agrária, in the Plano Nacional de Reforma Agrária (PNRA) of the New Republic, in the amendment of the Campanha National pela Reforma Agrária for the Constituent Assembly and in the PNRA of the first Lula Government. It also shows that, even presenting scientific evidence, experts with expectations of regulating and distributing public or vacant lands did not have a joint initiative in the formulation of the Programa Terra Legal in the second Lula government. If expectations of limiting access, uses and functions of land in Brazil influence relative participations of experts in government decisions, the article raises concerns – in echoes of denial and fake news – about joint initiatives to highlights problems and solutions to colonization of the Latin American continent.
