Faced with the dismantling of the social participation policy in Brazil that took place between 2014 and 2022, the paper analyzes the potentials and limits of creation in 2023 of Social Participation Advisory Services in the ministerial structure of the federal government. In order to know the genesis of such bodies, the paper construes documents and conversations with members of the Government Transition Committee. In order to understand the position of the Advisories in institutional architecture, the paper assays decrees that organized the ministries and the Social Participation System. The research dialogues with the context of retaking and redesigning mechanisms to promote social participation, understanding that it is possible to mobilize institutional, political, administrative and technical state capacities to carry out the participatory management of public policies. Faced with the challenge of identifying what are the conditions for action to promote social participation, the work verifies that the creation of the Advisory Services and the System potentially mobilizes state capacities, even with limitations at the beginning of operation.
