Regulation, networks, and competition in the French air transport industry in the face of the effects of the TGV and low-cost airlines companies

Resumen

French air transport occupies a strategic position in European territorial traffic, but has been undergoing transformations marked by centralization around airport hubs, competition from the TGV (High-Speed Train) and the expansion of low-cost airlines companies. Thus, this article analyzes the structure of passenger flows and the competitive dynamics of the sector. This quantitative study uses official data to understand how the sector has reorganized itself, particularly between 2019 and 2025, a period marked by the health crisis, the subsequent post-pandemic recovery, and regulatory changes. The study highlights two fronts of competition: in the domestic market, the airline industry faces competition from the TGV, whose importance has increased following the Climate and Resilience Act, which restricts flights shorter than two and a half hours when a rail alternative exists, intensifying competition since 2023 and expanding rail service in 2024. In the European context, low-cost airlines companies have expanded their presence and reduced the market share of traditional French airlines. This trend, combined with market liberalization and sustainability policies, is contributing to a reshaping of the market and increasing pressure on traditional airlines, while the sector is still striving to fully recover to pre-pandemic levels.

Ana Paula Camilo Pereira, Universidade Estadual de Mato Grosso do Sul

Ph.D. in Human Geography from the University of São Paulo (USP), with a PhD research internship at the Université Sorbonne Nouvelle Paris III. Master’s degree in Geography from the São Paulo State University (UNESP/Presidente Prudente). Bachelor’s degree in Geography from the Federal University of Grande Dourados (UFGD). Professor at the State University of Mato Grosso do Sul (UEMS) in the Graduate Program in Geography (PPGEO) and in the undergraduate Geography course, with a research focus on mobility, transportation, and air transport. She is currently a Fundect/CNPq Research Productivity Fellow. Editor of the journal Geofronter since 2021. Member of the Metropolitan and Regional Metamorphoses Research Group at the Laboratory for Regional Studies in Geography (Lergeo/USP) and the Study Group on Borders, Tourism, and Territory (Gefrontter/UEMS), and a collaborating researcher at the Metropolis Observatory—National Institute of Science and Technology.

Rafael Oliveira Fonseca, Universidade Estadual de Mato Grosso do Sul

Ph.D. and M.A. in Geography from the University of São Paulo (PPGH/DG/FFLCH/USP). He is currently an Adjunct Professor at the State University of Mato Grosso do Sul (UEMS), teaching in the undergraduate Geography program, and a Permanent Lecturer in the Graduate Program in Geography (PPGEO/UEMS). He is a member of the GEFRONTTER research group—the Study Group on Borders, Tourism, and Territory (CNPq). He completed a postdoctoral fellowship at the Centre de Recherche et de Documentation sur les Amériques (CREDA/CNRS) in France, under the supervision of Prof. Dr. Hervé Théry. His research and/or experience covers the following topics: Spatial Planning and Public Policy, Economic Geography, Transportation Geography, and Environmental Geography

He holds Bachelor’s Degrees in History (1972) and Geography (1973) from Université Paris 1 (Panthéon-Sorbonne), a Master’s Degree in Geography from Université Paris 1 (Panthéon-Sorbonne) (1973), a Ph.D. in Geography from Université Paris 1 (Panthéon-Sorbonne) (1976), and a Habilitation à diriger des recherches from Université Paris X Nanterre (1994). He is currently a Researcher Emeritus at the Centre National de la Recherche Scientifique (CNRS) and  professor at the University of São Paulo (Graduate Program in Human Geography, PPGH/USP). Editorial coordinator of the journal Confins (https://journals.openedition.org/confins/, ISSN 1958-9212), and member of the editorial board of M@ppemonde (1769-7298). He has experience in the field of Geography, with an emphasis on Regional Geography, focusing primarily on the following topics: the geography of Brazil, political geography, thematic cartography, and graphical modeling.
