The central focus of this study is to analyze the solid waste management of two Brazilian municipalities, in order to observe the effective institutional, political, and economic reach within these entities that enable solid waste management in accordance with the National Solid Waste Policy (PNRS), Law 12.305/2010. These aspects will be investigated by examining its core principles of non-generation, reduction, shared responsibility, and environmentally appropriate final disposal of Urban Solid Waste (USW), with a focus on the organic fraction of solid waste. The aim, therefore, is to investigate the policies and actions developed, and to compare them in order to identify weaknesses and strengths, as well as the capacities that support the observed framework.
