Emergency, management, vulnerability and responses to the impact of the COVID-19 pandemic in Peru

The state of emergency due to COVID-19 evidences the mismanagement of the public health services; the need of its coordination from the Ministry of Health together with the many organizations that make up the health services in Peru, as well as the need of organization of the investigation and development of technologies, our labor legislation, and the precarious organization of the national productive sector. The questioning of its management by local authorities; the visibility of essential work and its high relevance in the support of the crisis; the development of surveillance and solidarity alternatives; and the distrust of the whole system have raised concerns among various sectors about the need of political, economical, cultural, organizational, and social change. How will the re-establishment of "normality" be addressed/supervised? During the following months, the dialog about the decisions (the national government) will make may shift the focus about what we could and should change. This analysis will address some of the problems in the development of the treatment of the emergency and their impact to some social groups.
