Digital Divide in Bamako, Mali: Obstacles and Strategies for Equitable Technological Inclusion

This study addresses the digital divide in Mali, Africa, highlighting disparities in access to technology and the obstacles that perpetuate this divide. In the knowledge society, access to information and communication technologies (ICT) is fundamental for personal and professional development. However, significant inequalities limit these opportunities, perpetuating socioeconomic, educational, and geographical disparities.
A quantitative approach was employed. The study sample included 100 people from various regions and socioeconomic levels in Bamako, Mali. Data were collected through structured surveys and analyzed using descriptive statistical techniques and regression analysis.
Results reveal that the cost of devices and Internet connectivity are the main barriers, followed by a lack of digital skills and inadequate infrastructure. The most effective measures proposed include government subsidies for technological devices, digital skills training programs, and improvements in Internet infrastructure.
The general perception of current policies is negative, suggesting the need to review and strengthen existing strategies to address the digital divide. Mitigating these disparities is crucial to ensuring inclusive and equitable education and promoting full participation in the knowledge society.
