Can INCTs develop problem-oriented missions?

Over the last 70 years, Brazil has institutionalized its research, science and technology system. On the other hand, the increase in academic production and the training of scientific researchers has only been converted in a limited way into the generation of applied knowledge and its contribution to technological, social and administrative innovation. The question that guides this work is to what extent the National Science and Technology Institutes (INCT) created by CNPq can fulfill the role of mission-oriented innovation policies and what is needed for them to do so. The 203 currently active INCTs were analyzed, their areas of origin, themes and attempts to analyze relationships with the 21 Sustainable Development Goals. Based on the findings, indications were pointed out for the evolution of INCTs as instruments for producing scientific, technological, social and administrative innovation.
