Abstract

The territory of Cariri Paraibano, as a field of relations and disputes, is expressed through elements of productive, natural, social, human, and creative order, whose governance for development reveals the need to understand the role of its agents. Initiatives for the socio-economic development of the territory initially stemmed from the rescue of potentials linked to the production chain of ovine and caprine farming. However, the territory presents other matrices in the field of creativity and historical, landscape, and climatic heritage, which in recent years have sought internal reclassification through the formation of networks to communicate the expressions of the territory in the field of the so-called creative economy and tourism. These interstices have revealed challenges in the ways resources are deployed, exposing production models more in line with the accumulation economy and less in the expression of the overall value of local resources, bringing possibilities for reflection on territorial governance models currently underway in Brazil, within the bounds of the relationship between state and private agents and their respective interests.
