TRANSPARENCY AND MUNICIPAL PUBLIC INVESTMENT: Evidence using a regression discontinuity design

The Law on Access to Information (LAI) nº 12,527/11 came into force in 2012, regulating the right of access to data and information of public entities, consolidating the transparency process and advancing as a tool for monitoring public management in the application of public investments . The present work seeks to analyze the effect of the Access to Information Law on municipal investments. The empirical strategy uses the discontinuous regression model, through a municipal data panel considering the period from 2010 to 2016. The results showed that the Public Transparency Law had positive effects on public management, allowing an increase in the per capita municipal investment rate of R $61 reais per inhabitant. Through heterogeneous responses, there was an increase in the per capita health investment rates of R$ 85.67 and in per capita education investments of R$ 92.68.
