This article redirects the political theory of migration from admission to the border regime as a historically situated coercive institution. Border coercion is justifiable only on grounds that those subjected to it could not reasonably reject. Five conceptual shifts develop this argument by critically examining the institutional, epistemic, and historical conditions of justification.
