This article aims to understand the contradictions of sustainable development projects and their relationship with climate governance and how this produces and impacts urban space and the population there. The methodology used is multilevel governance analysis and global bibliographic and documentary analysis. As a result, we can point out that Salvador's Climate Action Plan is more in line with the international climate agenda than with its reality. This is verified by the ambitious mitigation targets and timid adaptation targets to the impacts of climate change, but also by how the document's actions are financed.
