Abstract

This article seeks to reinterpret the role of the Brazilian Legislature during the authoritarian regime, between 1964 and 1985. Although subordinated to the military-dominated Executive, the Legislature played a functional role in the establishment, consolidation, and prolonged duration of the regime. From this perspective, and drawing on process tracing, the article reconstructs the causal mechanism through which the Legislature contributed to sustaining and reproducing the regime across three interconnected dimensions: institutional legitimation, the institutional normalization of violence and repression, and the selective negotiation of political rewards. The analysis employs Causal-Process Observations (CPOs) drawn from historical documents, legislation enacted during the period, parliamentary records, biographical entries, and secondary literature. Although the Legislature did not operate as an autonomous instrument of democratic oversight, neither was it the irrelevant façade it is commonly assumed to have been.
