Abstract

This article presents a new methodological approach for estimating the housing deficit and housing inadequacy, based on the integration of geocoded records from CadÚnico and local territorial surveys. The proposal advances a multidimensional, territorialized and representation of housing needs, enabling analyses at a detailed intra-urban scale. The methodology also stands out for its potential for co-production with local stakeholders and for organizing results into a cascading framework linked to housing policies. This approach allows for identifying how different types and combinations of housing needs are associated with policy responses that are more sensitive to the specific needs of each territory. As an empirical application, the article presents the results of a pilot study conducted in the municipality of Jacareí (SP), Brazil.

Author Biographies

Flávia da Fonseca Feitosa, Federal University of ABC

She holds a degree in Architecture and Urban Planning from the Federal University of Santa Catarina (2002) and a master's degree in Remote Sensing from the National Institute for Space Research (2005). She carried out her doctoral research at the Center for Development Research (ZEF) and earned her PhD in Geography from the Rheinische Friedrich-Wilhelms-Universität Bonn (Germany) in 2010. Since 2013, she has been a professor at the Federal University of ABC (UFABC), teaching in the Graduate Program in Territorial Planning and Management, the Bachelor's Program in Territorial Planning and Management (PGT), the Bachelor's Program in Sciences and Humanities (BCH), and the International Joint Master of Science SPRING - Regional Development Planning and Management (a joint degree program with TU Dortmund University/UFABC). She is currently the Innovation Coordinator at the Center for Favela Studies (CEFAVELA). Her research has contributed to advancing the analysis of patterns and dynamics of socioeconomic inequalities in urban space, aiming to deepen the understanding of phenomena such as segregation, vulnerability, and housing needs. She specializes in developing new methodologies that seek to expand the frontiers of spatial analysis methods and techniques for urban studies (urban analytics) by integrating academic knowledge from various fields with experience derived from planning practice, with a recent emphasis on developing new analytical frameworks for a systemic and multidimensional understanding of Brazil's housing situation.

Twane Maria Cordeiro Xavier, Federal University of ABC

A geographer from the Federal University of Pernambuco (UFPE), where she also completed her master's and PhD in Geography, she has conducted research focused on identifying transformations in urban space in medium-sized and small cities and on the formation of urban-regional spatial arrangements. She is currently a postdoctoral researcher at the Center for Favela Studies (CEFAVELA), based at the Federal University of ABC, working on the research project "ESTIMA-Favelas: Multidimensional Estimates of Housing Needs in Favelas," which seeks to fill gaps in the understanding of the country's housing needs by applying spatially and temporally detailed representations, integrating alternative data with approaches grounded in spatial data science that enable analysis at the intraurban scale, especially in favela territories. In her academic trajectory, she completed a sandwich undergraduate program at the University of Minho, in Braga (Portugal), during one academic year; conducted undergraduate research (Iniciação Científica) at the Joaquim Nabuco Foundation (Fundaj/PE); and worked as a researcher for the Observatório das Metrópoles network (Paraíba Center), where she held a CNPq EXP-B scholarship. At the São Paulo State Housing and Urban Development Company (CDHU), she worked for three years as a Senior Social Projects Analyst, engaged in georeferencing and data collection on favelas, with the goal of supporting projects in the areas of land tenure regularization, urbanization, housing improvements, resettlement, among others. As such, she has extensive experience in primary and secondary data mapping, social cartography, field data collection and surveying, interviews and dialogue with communities, as well as the handling and interpretation of socioeconomic data.

Bianca Mayara dos Santos, Federal University of ABC

An Architect and Urban Planner, graduated from the Federal University of Viçosa, she works at the interface between geospatial data analysis, urban planning, and housing policy. She currently works as a Geospatial Data Analyst on the Estima-Favelas project, developed within CEFAVELA (Center for Favela Studies), affiliated with the Federal University of ABC, as a Technical Training fellow of the São Paulo Research Foundation (FAPESP). She develops and applies methodologies for processing, integrating, and analyzing spatial and socioeconomic data aimed at understanding the multiple dimensions of the housing deficit in favelas and precarious settlements, focusing on the construction of multidimensional indicators, territorial diagnostics, and technical products that support the formulation, monitoring, and evaluation of public housing policies. She has experience in statistical and geospatial analyses applied to studies of housing, vulnerabilities, and territorial inequalities, as well as in the development of thematic maps and technical materials to support decision-making.

Roberta Guerra Rosemback, Federal University of ABC

An Architect and Urban Planner, graduated from the University of Taubaté (2002), with a master's degree in Remote Sensing and Geoinformation from the National Institute for Space Research (INPE) (2007) and a PhD in Demography from the Center for Development and Regional Planning of UFMG (CEDEPLAR) (2016). She completed a postdoctoral fellowship at the Federal University of ABC (UFABC) (2017), in the Territorial Planning and Management Program (BPT), with an emphasis on urban policies and territorial analysis. She works at the interfaces between urban planning, geotechnologies, demographic analysis, and socio-spatial dynamics. She currently works as an architect and urban planner at the Municipal Government of Jacareí, in the Housing Department, where she works on monitoring irregular land subdivisions and urban land tenure regularization.
