How does internationalization materialize in a CAPES grade 7 program in the field of Education? Beyond the normative expectations associated with academic excellence and the evaluation parameters established by the area, this article analyzes how internationalization is appropriated, institutionalized, and resignified within the Programa de Pós-Graduação em Educação (PPGE): Conhecimento e Inclusão Social at Universidade Federal de Minas Gerais. This documentary study, grounded in Discursive Textual Analysis, examined institutional reports and documents from the 2017-2020 and 2021-2024 evaluation cycles submitted to the Sucupira Platform. The analysis was organized into three categories: a) contextualization and structure of the PPGE; b) institutional internationalization policy; c) actions and networks developed during the period. The findings indicate that, in the case analyzed, internationalization operates as a transversal institutional policy, articulating research, training, mobility, and social engagement, supported by internal funding mechanisms, dedicated committees, and institutional calls. The study highlights the strengthening of South-South networks, the expansion of student participation, the plurality of initiatives, and a commitment to democratizing opportunities, thereby challenging the automatic association between internationalization and the concentration of privilege. The article contributes to a critical debate on internationalization both as an evaluation criterion and as a regulatory device shaping academic practices in Brazilian graduate education
