From Authorial Reference to Administrative Infrastructure: The Institutionalization of Teach Like a Champion in Paraná’s State School System (2023–2026)

This article examines how an authorial pedagogical repertoire was recontextualized across teacher training, material production, binding rules, and performance appraisal in Paraná’s state school system. The study is qualitative and documentary in design. The corpus combines an operational universe of 206 resources (203 machine-readable) from the 2023 Study and Planning cycles—reconstructed by enumerating branches of the state’s Digital Archive and processed through optical character recognition—with calls for applications, normative instructions, rubrics, and institutional materials issued between 2023 and 2026. The analysis distinguishes bibliographic mention, substantive mobilization, and occupation of the prescriptive core of post-observation feedback. In 2023, official materials name Doug Lemov, link observed deficits to techniques from Teach Like a Champion, and attribute RCO+Aulas suggestions to the book. In 2024, the book becomes the sole methodological reference common to the selection of reviewers who produce the system’s lesson plans. In 2025 and 2026, rules and rubrics refer to techniques indicated by LRCO/RCO+Aulas without fixing an author, inventory, or version. The documents do not establish full identity between the 2023 repertoire and later content, system-wide exclusivity, uniform enactment, or an applied sanction. The main finding is the infrastructuralization of pedagogical prescription: an initially identifiable choice comes to operate through categories, fields, materials, and criteria whose authority increasingly derives from the administrative apparatus that makes them usable, mutable, and assessable.
