MUNICIPALITIES RESPONSES TO ENSURE FOOD AND NUTRITIONAL SECURITY IN PANDEMIC TIME

In this text, our objective was to demonstrate that municipalities can and should develop local actions towards Food and Nutritional Security (SAN) for their residents in times of pandemic. The process of decentralization of the federative pact encouraged by the Federal Constitution of 1988 and the institutional learning derived from the local implementation of federal SAN policies that took place since the mid-2000s offered structuring conditions for the municipalities to assume a greater role in this area. We identified intra-municipal and inter-municipal mechanisms and strategies with potential direct application in other municipalities with similar conditions to the ones studied. Such applications can lead to positive responses to the impending SAN crisis intensified by COVID-19.
