Abstract

This article investigates the management conceptions of the School of Government (EGov) of the Legislative Assembly of Santa Catarina (ALESC) regarding the role of graduate programs in the improvement, training, and professional development of public servants. Through a case study and a literature review, the paper analyzes the conceptual aspects of management, the administration's perception of the role of graduate education, the strategies adopted by EGovs, and the relationship between theory and organizational practice. The methodology employs constructs related to academic management, schools of government, public servant professional development and training, and graduate studies. The research results reveal that the EGov management perceives graduate education as a relevant instrument for servant development and proposes measures for the qualification of EGovs within the public sector. The study highlights that, although educational management in Schools of Government exhibits a solid mastery of practical competencies and significant transformative potential, there is a notable gap in theoretical-scientific density and systematic academic research on the subject, particularly within the context of graduate studies at ALESC. The limitations of this research lie in its case-specific and exploratory nature, centered on a single case study and conditioned by the researcher's direct immersion in the locus of observation, which restricts the generalization of the findings and points to the necessity of future longitudinal and comparative investigations.
