PHD PROGRAMS IN SMART CITIES: TRENDS IN WORLD-CLASS UNIVERSITIES CONTEXTUALIZED IN INTERNATIONAL ACADEMIC RANKINGS

Population growth and rapid urbanization pose challenges to governments, demanding new approaches to urban infrastructure and services. In this context, smart cities emerge as solutions to enhance connectivity and foster innovation. This study aims to analyze, from a comparative perspective, the availability of Academic Doctorates (DAC) and Professional Doctorates (DP) in the field of smart cities, both in Brazil and in world-class universities (WCU), based on institutions ranked highest in international academic rankings. The indicators adopted for analyzing Brazilian Professional Doctorates (DPB) were divided into two groups: a) mapping the geopolitics of DPB; and b) characterizing the programs. This is an exploratory, analytical-descriptive, bibliographic, and documental study, with the potential to support the expansion of DPs in smart cities in Brazil. The findings reveal that, despite the urgency of the smart cities debate, doctoral programs in this area—whether academic or professional—are still scarce. Although there are several related graduate programs, only two DACs were identified, one in Brazil and another in the United Kingdom.
