SOCIAL PARTICIPATION AND DIVERSITY ADVISORS (ASPAD): DIAGNOSIS AND BALANCE OF AN INSTITUTIONAL INNOVATION IN THE FEDERAL GOVERNMENT'S PARTICIPATORY STRUCTURE

Established in 2023, the Assessorias de Participação Social e Diversidade [Social Participation and Diversity Advisory Offices] (ASPAD) are present in 29 ministries and four agencies with ministerial status. They represent the main innovation in the administrative structure of the Federal Government in reconstructing channels of social participation. The objective of this work is to discuss whether these advisory services constitute an innovation within the effort to rebuild participatory capacities at the federal level. To this end, we analyze how the ASPAD have articulated, in their daily activities, the themes of social participation and diversity; we provide data on the sociodemographic profile of the advisors; and we reflect on the relationship of the advisory services with social movements, participatory institutions, and civil society organizations. The results indicate the innovative nature of their role, especially in relation to social movements. Unlike councils and other participatory mechanisms that revisit existing structures, the advisory services create a direct and continuous channel of dialogue, with the potential to systematically articulate plural and intersectional demands.
