POLITICAL REGIMES AND URBAN REGIMES IN CITIES' POWER RELATIONS

This article addresses the relationship between local political regimes and urban regimes, based on an analysis of the emblematic case of Porto Alegre. The study focuses on the regressive transformations in the participatory institutions of the normative system of urban planning. The analysis shows that this democratic regression, which also occurred in the Participatory Budget and in the Municipal Councils, represents an adaptation of the local political system, which was once participatory, to the pro-market and growth-oriented urban regime that has been implemented in the city. The analysis is based on the Theory of Urban Regimes (TRU) and uses a historical-analytical methodology, based on secondary data, official information, local media news and field observation
