THE TOBACCO CONTROL POLICY, SUBJECT AUTONOMY AND CARE PRACTICES: the perspective of users in the city of Recife

Abstract

This study analyzes the Tobacco Control Program in the city of Recife and the users' perspectives regarding the practice of care in the treatment of smoking. Smoking is a serious public health problem in the world and Brazil has been a global leader in adopting policies to control it. The National Health Promotion Policy, linked to the prevention and control of smoking, seeks to improve the population's quality of life. The general objective of the research is to analyze the Tobacco Control Program of the City of Recife and its effectiveness in the light of the subject's autonomy perspective, from 2021 to 2023. The research proposes a qualitative, exploratory, analytical approach, using action research methodology and data collection techniques such as a logbook and semi-structured interviews. The main result of the investigation is the mapping of the difficulties in accessing information about the Program and the care provided to smokers, and it was noticed that the structure of the care facilities was not designed according to the specific and necessary demands for treatment.

Izabel Cristina da Silva Bezerra, Federal University of Pernambuco

The researcher is a municipal civil servant and the main author of the work that arose from the Master's Dissertation in the Human Rights Program at UFPE. She has experience as a coordinator of therapeutic groups at a Psychosocial Care Center for the treatment of users of alcohol and other drugs in the city of Recife. It was observed that, among users of alcohol and other drugs, the smokers had a significant prevalence and an increase in seeking treatment, especially between 2019 and 2021, a period in which the municipal health network did not have a Smoking Treatment Program.

The revelations obtained through the research are highly relevant both for the area of ​​Human Rights and for public health investigations, since the information collected aims to assist in the formulation or updating of public policies aimed at serving users who are or will be served by the Tobacco Control Program, especially in the city of Recife.
