PUBLIC SECURITY POLICIES FROM THE MARGINS: "CONFRONTING" CRIME IN THE SURROUNDING AREA OF THE FEDERAL DISTRICT

Abstract

The article analyzes the main characteristics of security policies implemented in Goiás, contrasting them with certain aspects of the security policy in the Federal District, highlighting the dynamics of the “Surrounding area of the Federal District" — a region that includes municipalities in Goiás and the "Satellite Cities" of the Federal District. Focused on maintaining inequalities, the results of local practices show that these policies, in the territory of Goiás, follow a punitive logic of "war" against crime, leading to high rates of incarceration and police violence. Although such approaches are perceived by part of the population as effective, considering the reduction in homicide and property crime rates, there is a noticeable displacement of criminal activity toward less lethal and visible methods. The research — part of the project "Dynamics of Violence in Brazilian Regions," by Diest/Ipea — used interviews (both in-person and online) with state organization actors (agents from the Public Security Secretariats, members of the Judiciary and Public Prosecutor's Office), academics, and social movement members, as well as documentary research (reports, studies, news, etc.), literature review, and statistical sources. Despite being presented by their governments as "exportable models" of public security, these policies perpetuate institutionalized violence, especially in the "surrounding area of FD" region, where the lack of integration between security agencies worsens crime and violence.
