CHALLENGES IN THE IMPLEMENTATION OF SYSTEMIC POLICIES FOR THE SUSTAINABLE TRANSITION OF FOOD SYSTEMS

The objective of this article is to discuss the main challenges in implementing integrated and systemic policies aimed at the sustainable transition of food systems. For this purpose, the Farm to Fork strategy, developed by the European Union to promote a fair and sustainable transition in the continent's food systems, was used as the subject of analysis. Through the examination of documents, plans, reports, and articles, four main challenges for the implementation of the strategy were identified: i) the prevalence of sectoral bias in investments focused on niche markets; ii) the concentration of investments in conventional sectors and the weakness of instruments to regulate corporate actions; iii) the limited impact of institutional and economic incentives on the diversity of production models; and iv) the insufficient investment in territorial policies.
